The way isn't difficult, but we need a software Adobe Photoshop Minimal Version CS3

Below we will learn how to do that.

First of all we need to make a new file, in the example below we create a 600 x 100 pixel



Create New Layer

Then we fill a color with Pain Bucket tool



Use A Transform Path --> Warp and Create a Warp Variation


Create on Your Own Warp Variation


After finish, You can lift the layer Up or Down by Move Tool

You also can Warp it again to get the maximal warp effect
